Procurement

As HCC is owned 100% by the Welsh Assembly Government and receives public funds (through the statutory levy and Government grant funding) it is required to comply with EU Procurement rules, as set out within the UK under The Public Contracts Regulations 2006.

The rules require services with a value over £156,442 (as at 1 January 2010) over the contract period to be advertised through the EU Official Journal.

The following services were therefore advertised in the Official Journal of the EU in December 2010.

Media Buying;

Design and Graphics;

Stands For Display;

Public Relations Services;

Consumer Research (Quantitative, Qualitative);

Export Development (Italy, France, Belgium, Spain, Germany).

The tender evaluation has been completed and suppliers chosen for a three year period from 1 April 2011. Any services required under the above headings will only be procured from the approved suppliers during this period.

Services required under any other headings will be procured following HCC's internal procurement policy. That policy requires any services with a value over £50,000 be advertised on Sell2Wales website. We will also publish these here, together with any other opportunities as they arise.
